What do you need?
Pick your destinations while you reserve the car. Montenegro sells cross-border cover at three levels, and the level you choose decides which borders you can cross. None of it can be bought at the crossing itself, so the choice has to be made at booking.

Why Albania and Kosovo cost more
Both sit outside the standard EU insurance zone, so the car needs a Green Card, the international certificate of motor insurance. That is why they are separated out from the other neighbours into their own level rather than being included in the base option. Choose the level that names them and the Green Card comes with it.

What you need to rent
- Driving licence
- A full national licence with the details repeated in Latin script, valid through to the end of the rental. Photocopies and phone images are not accepted. If your licence is only valid in the country that issued it, carry an International Driving Permit alongside it.
- Age and experience
- The minimum age and years held vary car by car rather than by category, and the agent can decline if you do not meet the requirement for that specific vehicle. Filter on driver age when you search rather than assuming.
- A card in the main driver’s name
- Usually a physical embossed credit card belonging to the lead driver, for the deposit. Some cars accept a debit card, stated on the listing and your voucher, but it still has to be physical and personalised.
- Your cross-border choice
- Selected while you book. It cannot be added at pickup or bought at the crossing, so decide how far you are going before you reserve; moving up a level later means rebooking.
Which cars are eligible?
Not every car in the Montenegro fleet is cleared to leave the country, and the pool shrinks as you move up the levels. Filter for cross-border eligible cars when you search, and check the destination is listed on your rental agreement before you set off.
Driving back
One-way drop-off in another country is not available. Wherever you drive, the car returns to Montenegro at the end of the rental. Changing to a different pickup point inside Montenegro is usually fine.

Which countries can I drive to from Montenegro?
Croatia, Bosnia and Herzegovina, Serbia, Albania and Kosovo are all reachable, and the widest cover option extends beyond the neighbours into the EU. Which of them you may enter depends on the cover level you pick at booking, not on the car.
Do I need a Green Card?

Which pickup point should I choose?
Tivat and Podgorica airports have the deepest choice of cars. Podgorica is the quickest start for Albania, Kosovo and Serbia; Herceg Novi sits closest to the Croatian border at Debeli Brijeg, about 40 minutes from Dubrovnik. The coastal towns suit a run up the Adriatic.
What should I have with me at the border?
Your rental agreement showing the destination as approved, your Green Card if the route needs one, plus passport and driving licence. Officials do ask to see the paperwork, so keep it to hand rather than in the boot. Debeli Brijeg for Croatia and Sukobin for Albania both queue badly in July and August, and the Bozaj crossing into Albania is usually quieter.
