A Dubrovnik pickup is a round trip: the car stays a Croatian rental and comes back to Croatia. The cross-border cover for Montenegro is added at booking, never at the border.
You collect the car in Dubrovnik, or elsewhere in Croatia, drive across the coastal border into Montenegro, and stay for as long as your rental runs before returning it to Croatia at the end. There is no need to come back the same day; the only rule is that the car returns to Croatia rather than being dropped off in Montenegro, since it stays a Croatian rental. The authorisation to cross is written into your rental agreement when you book, so the border itself is just a passport check.
Dubrovnik is the natural gateway for a Montenegro trip, the closest Croatian airport to the border, which is why this page leads with it. The service itself is Croatia-wide: 27 pickup points across the country, from the airports at Dubrovnik, Split, Zadar, and Zagreb to city locations. You can collect the car closer to wherever you land or stay, drive into Montenegro on the same cross-border cover, and return it to Croatia at the end.
The coastal crossing is Debeli Brijeg / Karasovici, around 40 minutes from Dubrovnik. It is the main route between the two and the busiest in peak summer, so allow extra time for queues. Have your rental agreement, passport, driving licence, and Green Card ready.

Montenegro is outside the standard EU motor insurance zone, so a Croatian rental needs a Green Card that is valid for Montenegro.
