Tier 2: Green Card included
Car rental from Montenegro to Kosovo is a Tier 2 cross-border route. Kosovo sits outside the standard EU insurance zone, so a Green Card is needed; it is included automatically when you choose Kosovo at booking. Over 140 cars in the Montenegro fleet are eligible for the Kosovo crossing.
What do you need?
Kosovo requires a Green Card because it is not covered under the standard EU motor insurance zone. When you select the cross-border add-on for Kosovo at booking, the Green Card is automatically included in the Tier 2 fee.
- Cross-border cover selected at booking, not at the border
- Green Card included with Tier 2 add-on
- 140+ eligible cars
What is a Green Card?
A Green Card is the internationally recognised proof that your vehicle carries the minimum required third-party liability insurance. Kosovo is not covered by the standard European insurance directive, so the Green Card is mandatory. It is provided by the rental company when you book the Tier 2 cross-border fee.
Which cars are eligible?
Over 140 cars are approved for Kosovo in the Montenegro LocalRent fleet. This is the same Tier 2 pool as Albania. If a car is eligible for Albania it is also eligible for Kosovo.

Kosovo: common questions
Can you take a hire car from Montenegro to Kosovo?
Yes. Over 140 cars in the Montenegro LocalRent fleet are approved for the crossing into Kosovo, the same Tier 2 pool as Albania. Permission to cross is written into your rental agreement, so you are cleared before you reach the border.
Do I need a Green Card for Kosovo?
Yes. Kosovo is a Tier 2 destination, so a Green Card is required because the country is not covered by the standard European insurance directive. The Green Card is included automatically in the Tier 2 cross-border fee when you select the add-on at booking, so there is nothing extra to arrange. Albania is also Tier 2; Croatia, Bosnia and Serbia are Tier 1 with no Green Card needed; and the wider EU and Switzerland are Tier 3.
How and when do I pay the cross-border fee for Kosovo?
You select it when you book, never at the border. It cannot be added at pickup or bought at the crossing, so choose Kosovo as an approved country while you reserve the car. The Tier 2 fee covers both the cross-border permission and the Green Card.
What should I have ready at the Kosovo border?
Your original rental agreement showing Kosovo as an approved country, your passport, your driving licence, the cross-border confirmation, and the Green Card included with your Tier 2 add-on. Keep these to hand as you approach the crossing.
Which border crossings into Kosovo can I use?
Kula / Vrbnica is the main crossing, a well-maintained highway and the most direct route into Kosovo. Cakor Pass is a scenic mountain alternative, not recommended for larger cars. Carry your original rental agreement whichever crossing you use.
Can I drop the car off in Kosovo?
No. One-way rentals are not available; the car must return to Montenegro at the end of the rental; drop-off within Montenegro at a different location is permitted.
How far is it and how long to drive from Montenegro to Kosovo?
Prizren is about 4h from a Podgorica pickup and Pristina around 4h 10m, roughly 240 to 250 km. The route runs inland through the mountains, so allow time for the slower sections and for border queues.
